2025 federal pre-budget submission : POSITIONING CANADA FOR A NEW ECONOMY
Urban Climate Leadership (UCL) submitted this pre-budget brief to call on the federal government to prioritize investments that position Canada as a leader in the emerging global clean economy. As climate change accelerates economic, technological, and demographic shifts, Canada must respond with vision and coordination across all orders of government. Local governments—responsible for more than 60% of public infrastructure—are uniquely situated to implement federal climate, housing, and economic goals on the ground.
